    This sale is for a new old stock (March 2016) Observant C3-MA-Q900  telemetry unit.     The Observant C3 is a self contained battery and solar powered wireless sensing and control platform predominately for usage in the agriculture industry.   This unit is used to monitor and remotely manage farm and ranch irrigation systems,  stock tanks etc.  Commonly found in Australia's outback Stations,   this device is now being use more extensively in agriculture in the United States.    In California Observant is used in managing irrigation on larger farms and orchards.
